Step 1 Connect the iPhone to the computer

im having an issue adding a playlist to my iphone 6. I just got itunes 12, but when i go to the music tab within my iphone device, it only reads: "iCloud Music Library is On." and i am only able to sync voice memos. it gives me no other options. im not able to sync playlists or music. can someone help. this used to be such a simple process! not sure what is happening!
